A Study on the Perception Gap between Clients and Performers regarding Risk Factors of Financial Informatization Projects

Abstract

This study aimed to empirically analyze how client organizations and contractor organizations perceive risk factors that may arise during the execution of financial informatization projects, and how each group estimates the other group's perceptions. The project risk factors analyzed were organized and classified based on prior research findings. Through factor analysis, risk factors were categorized into 42 items across 9 domains, and a survey was conducted with a total of 745 respondents, comprising 257 clients and 488 contractors. Prior studies attempting to identify perception gaps between clients and contractors mostly employed methods of direct comparison between groups. However, rather than such direct comparison, we determined that it was necessary to apply a method capable of reflecting an understanding of perceptions regarding the other group from a project communication perspective. Therefore, this study introduced the co-orientation model as a tool for analyzing not only one's own perceptions but also evaluations of the other party's perceptions. The analysis results revealed that objective agreement showed significant differences in three domains: 'communication,' 'cost management,' and 'scope management.' The client group's subjective agreement showed significant differences in three domains: 'contractor personnel management,' 'management methodology,' and 'scope management,' while the contractor group's subjective agreement showed significant differences across all nine domains, demonstrating a substantial discrepancy from the client group's subjective agreement. The client group's accuracy analysis showed significant differences in the 'management methodology' and 'cost management' domains, whereas the contractor group's accuracy analysis showed significant differences across all domains, again demonstrating a substantial discrepancy from the client group's accuracy. In summary, the overall analysis indicated that clients of financial informatization projects generally had an accurate understanding of contractors' perceptions, while contractors had significant misunderstandings regarding clients' perceptions. Therefore, given that clients and contractors of financial informatization projects communicate with shared objectives, it can be concluded that efforts to narrow the mutual perception gaps identified in this study need to be actively pursued from the early stages of project implementation.
