Analysis of Changes in Management Efficiency of Large General Hospitals by Era Using DEA and DEA Window Analysis

Abstract

This study focuses on analyzing how the management efficiency and medical revenues of large general hospitals in the Yeongnam region (Busan, Daegu, Ulsan, Gyeongnam, and Gyeongbuk) have changed through the periods of the foreign exchange crisis (IMF bailout) and the separation of prescribing and dispensing practices, which brought about major changes in the medical industry. Data Envelopment Analysis (DEA) and DEA Window Analysis techniques were used to measure hospital management efficiency across these different periods. As a representative example of the analysis results, it was found that hospital management efficiency deteriorated through the IMF bailout period and the era of separation of prescribing and dispensing. Meanwhile, hospital medical revenues were not adversely affected during the IMF bailout period but declined due to the separation of prescribing and dispensing. In particular, the medical revenues of the non-university hospital group significantly decreased through these difficult periods, which can be viewed as a management crisis for non-university hospitals from a short- to medium-term perspective. Although the explanatory relationship between hospital management efficiency and medical revenues was not statistically significant, both indicators share the commonality of having deteriorated during the era of separation of prescribing and dispensing. It is hoped that the results of this study will raise awareness of the urgency for self-improvement efforts to enhance management efficiency among large general hospitals in Korea and also contribute to the government's formulation of appropriate policies.
