Abstract

The purpose of this paper is to explore a model that can provide the logical basis for determining expressway tolls, to examine how comprehensively the explored model can accommodate the diverse needs of expressway stakeholders, and to analyze its practical applicability and usefulness in order to present the implications to practitioners and academics. The main findings of this paper are as follows. First, the model provides the logic and methodology for how equilibrium tolls on expressways are achieved and how individual tolls can be determined by route, by service type, and by user type. Second, the model presents the logic and specific methods that enable the calculation of the base fare and the per-unit-distance usage rate, which are the most important concepts in determining expressway tolls. Third, it was confirmed that the model is suitable for explaining and verifying the appropriateness of expressway toll levels and the degree to which the diverse needs of expressway stakeholders are satisfied.
