Sourcing for Global Production and Efficient Production Methods of Cultural Content

Abstract

As globalization and internationalization accelerate, the frequency and volume of overseas on-location production for creating cultural content have been rapidly increasing, and television dramas produced abroad, which were once rare, are now appearing frequently. This study identifies the problems that arise when production companies undertake overseas production—focusing on producers, human resources, production costs, overseas support personnel, sourcing, interpretation, and technical equipment—and proposes alternatives for global sourcing aimed at effective cultural content production. For the efficient production of cultural content overseas, the study presents recommendations including: establishing a comprehensive service network for discovering overseas collaborators through the creation of subcommittees or executive agencies; methods for obtaining cooperation from local government agencies (not necessarily limited to financial support or sponsorship); strategies for identifying overseas collaborators (coordinators) in target countries and regions; methods for verifying the capabilities of overseas collaborators; building databases using information and communications technology; approaches for utilizing local equipment along with their advantages and disadvantages; thoroughly analyzing planned expenses and utilizing them effectively; and addressing the cost-sharing issues of the co-organized structure (implementing agency for global sourcing) that needs to be established. Unlike in the past, overseas production of cultural content enjoyed in the comfort of living rooms has become commonplace, and films also favor overseas production with emphasis on international sensibility and commercial viability. Accordingly, this study presents the aforementioned strategies to identify problems in global sourcing and find solutions for efficient production. Therefore, this study is not simply oriented toward reducing production costs; rather, it encompasses the dual objectives of finding efficiency and economic viability in overseas cultural content production in a broader sense. When examining the content of cultural products that are already becoming globalized, overseas production is an unstoppable trend, and given the global trend in production, it is the right direction to pursue more efficient production, substantive production, and, where possible, production that conserves the national treasury—a shared asset of all.
