사람중심 기업가정신모델의 혁신효과: 혁신성장 중소기업 정책에의 시사

초록

중소기업은 글로벌경쟁에서 더 이상 모방형 성장에 머무르지 않고 혁신형 성장으로 변신이 필요하다. 본 연구는 혁신형 중소기업으로 발전하기 위해 사람을 육성하고 종업원의 참여를 활성화하는 사람중심 기업가정신 중심으로 중소기업정책전환의 필요성을 제안하고, 그 방향에 대해 실증적으로 근거를 제시하고자 한다. 중소기업 혁신의 원천은 종업원의 역량과 아이디어이다. 중소기업이 혁신하기 위해서는 직원들의 역량을 개발하고, 직원들의 참여를 이끌어내는 기업가의 의지가 필요하다. 이것이 사람중심 기업가정신이다. 본 연구는 사람중심 기업가정신의 이론적 모델을 토대로 혁신성과를 실증적으로 분석함으로써 중소기업의 혁신성장의 방향을 제시하고자 한다. 그 방향은 다음과 같다. 첫째, 중소기업이 모방성장이 아닌 혁신성장을 위해서는 장비투자지원정책에서 사람육성지원정책으로 전환이 필요하다. 둘째, 중소기업의 정책에서 연구개발지원만큼 사람중심 기업가를 격려하고 지원하는 정책이 필요하다. 셋째, 중소기업이 혁신성장하기 위해서는 종업원들의 역량토대위에서 권한이 위양되고 직원 스스로 참여할 수 있도록 하는 기업문화구축노력이 필요하다. 특히 기업의 핵심관리자인 TMT (Top Management Team)를 변혁적 리더로 육성하는 지원정책도 필요하다. 이렇게 함으로써, 종업원을 육성하고, 권한을 위양하고, 기업비전에의 직원공감을 이끌어 내도록 하여 중소기업으로 하여금 한국경제의 혁신을 주도해가도록 견인해가는 중소기업정책의 대전환을 제안코자 한다.

Abstract

This study suggests policies to support the growth of Innovative Humane SMEs in Korea. Human capital is a source of innovation and idea development. To do this, companies must develop employee competencies and build an organizational culture in which employees actively participate in innovation. The theoretical model utilized the Humane Entrepreneurship model (Kim, Tarabishy, Bae, 2018). Using this model, the corporate performance attributable to human capital is analyzed empirically.

Based on these results, this study suggests the following policies to promote Innovative Humane SMEs.

First, it is necessary for SME policy to shift from being business support centeric and focus more on human capital investment. Efforts should be made towards the growth and capability building of SME employees. Second, SME policies need to focus on providing better support for entrepreneurs. Humane entrepreneurs should be fostered. Third, it is necessary to change the corporate culture of SMEs. We need a program support policy to foster the TMT (Top Management Team), the core managers of SMEs, to become transformational leaders. Fourth, the private policy ecosystem for SMEs should be encouraged to participate in policy making. The private sector should be actively involved in finding and fostering Humane Innovative SMEs.

• 저자 김기찬은 현재 가톨릭대 경영학부 교수로 재직중이다. 김기찬 교수는 서울대 경영학박사 학위를 취득했으며, Journal of Small Business Management(Humane Entrepreneurship, 2018), Technovation 등 유수의 저널에 다수의 논문을 발표했다.Journal of Small Business Management의 부편집장, 중소기업연구 편집위원장 등을 맡았고 한국경영학회 최우수논문상, 매경논문대상, ICSB World Conference Best Paper Award 등을 수상했다. 한국중소기업학회 회장, 아시아중소기업학회회장, 세계중소기업학회 회장을 역임했다. 국민경제자문회의 혁신분과의장을 역임하였으며, 현재 Journal of Small Business Management의 사람중심 기업가정신(Humane Entrepreneurship) 특별호의 Guest Editor를 맡고 있다.공저로 『사람중심 기업가정신』 『Vensim을 활용한 시스템다이나믹스』 『플랫폼의 눈으로 세상을 보라』 『이토록 신나는 혁신이라니』 등 이 있다.
