Korean Disability Equality Index (KDEI): Development and Validation of a Scale for Measuring Workplace Disabled-Friendliness

Abstract

This research develops and validates the Korean Disability Equality Index (KDEI) that is a scale to measure disabled-friendliness in the workplace. Although quantitative indices of employment of the disabled show an improving trend in Korea, the quality of the job and the working conditions of disabled employees still require substantial improvements. The scale intends to capture the qualitative aspects of disabled-friendliness by evaluating the long-term plans, executions, and management of companies to provide disabled employees fair and equal opportunities and working environment. The developed scale consists of five measurement dimensions, 12 sub-dimensions, and 66 items. Content validity of the measurement dimensions and items was validated by experts. Tests of criterion-related validity using data from 44 companies present strong concurrent validity. The score of the KDEI was significantly related to (1) the social motive in hiring disabled workers, (2) the decreased difficulty in hiring because of either the incompetence of companies or problems in manpower supply and demand, (3) the knowledge of human-resource managers about support programs for disabled employees, and (4) the hiring rates of the disabled. The index can be used to assess current working conditions and to manage and monitor goals related to the disabled-friendliness of companies.

∙ The author Kwanho Suk is a Professor of Marketing at School of Business, Korea University. Kwanho Suk received his Bachelor of Business Administration from Korea University and MS in Marketing Research from University of Wisconsin-Madison, and Ph.D. in Marketing from University of Toronto. Prior to joining Korea University, He was a Professor of Marketing at A. Gary Anderson School of Management, University of California, Riverside. His research interests focus on consumer behavior, with particular interests in behavioral pricing, likelihood perception, and prosocial behaviors. Kwanho Suk’s papers have appeared in journal such as Journal of Consumer Research, Journal of Marketing Research, Organizational Behavior and Human Decision Processes, and Psychological Science. Kwanho Suk is currently co-editor in chief of Journal of Consumer Studies.

∙ The author Hogun Cho is the Director of the Center for Labor Consulting for the Disabled and Managing Director of the Center at Korea Employment Security Association for the Disabled. Hogun Cho received BA in mathematics from Yonsei University and MS in Social Welfare from Soongsil Cyber University. He is also lecturer on disability inclusion and has been consulting for workplace welfares for the disabled employees. Hogun Cho also wrote many columns and news articles for Able News that is an online newspaper for the disabled to explain laws such as the Labor Standard Act.

∙ The author Taegsun Kim is the Vice President, Korea Public Policy Institute (KPPI), in charge of developing innovative strategies for public institutes and ITC business strategies. He received Bachelor in Business and Master in International Finance from Seoul National University. Prior to join KPPI, Taegsun Kim was Chief Research Fellow at Hyundai Research Institute.

∙ The author Tae-Rim Han is the President of Gyeonggi-Do Support Center for Workers with Disabilities and Adjunct Professor at School of Social Welfare, Soongsil University. Prior to join the Center, He was the General Manager of Employment Policy Center at Korea Employment Security Association for the Disabled. He earned his BA and MS in Social Welfare from Soongsil University. He has been working for welfare and employment for the disabled over the past 40 years.

∙ The author Chul Hwan Bang is Director of Policy Development Team, Korea Public Policy Institute (KPPI). Chun Hwan Bang received his Bachelor of Business Administration from Yonsei University. He has been working on developing various policies for the disadvantaged including the disabled.

∙ The author Gaeun Kim is researcher at Ipsos Korea. She received her MS in marketing from Korea University Business School in February 2021. Her master’s thesis is on price endings of nondurable consumers products in Korea. Her research interests include consumer behavior, consumer decision making, and price strategies.
